Artificial Intelligence, Big Data Technologies, and Features of Modern Politics
Abstract
This articles goal is to review the peculiarities of the modern stage of development of artificial intelligence (AI) and Big Data technologies, their capabilities, and to assess their fundamental limitations, related to the algorithmic way of its functioning. These considerations are conceived in relation to the dynamics of political processes (election campaigns of B. Obama, D. Trump, E. Macron), the specificity of political argumentation and its possible impact upon voters. An opinion expressed concerning the most preferable methods and tactics of electoral campaigns, claiming to be effective. Attention is drawn to the process of weaponization of information which is caused by AI and Big Data results implementation. The questions discussed are to what extent are the decisions made on the basis of “cues” from AI or Big Data technologies legal and/or legitimate? To what extent can they give political activity a more rational character and make its “products” not so much more acceptable to people, but more desirable not only for some “selected” strata of society, but for society as a whole? Finally, can all of humanity, so to speak, at the global level benefit from the progress of information technology?
